Nevertheless, it still causes the build to fail. And the build error message 
provides no indication of what is wrong.

I do not need to build the website. I do not want jakarta-Site2. I only want to 
build James. Right now I am not able to do that. In other words, the out-of-the-
box build fails.

The fix is to ignore the absence of site.vsl. If this file is not present, then 
don't look at anything to do with the website.
