The current documentation already describes a lot of the steps that users have to do instead of running cloud-setup-agent.
Cloud-setup-agent doesn't do anything special, it just executes some commands and generates a agent.properties file.
We should document that users only have to configure libvirt and write their own agent.properties.
This way users can deploy large scale cluster easily with Puppet or Chef.
There is no need to go through the GUI to add a hypervisor or run cloud-setup-agent
