IllegalMonitorStateException

I am trying to modify my JdbcConnectionPool to wait 500 ms
for a connection if not available.  Unfortunately, if the
request happens in a short enough period of time, I get
an IllegalStateMonitor Exception.

Does anyone know exactly what sequence of events causes this
to happen?
