1.3alpha-8 build in progress

I've started on the build.  I had to remove the building of the nt dll.  I 
don't have the right stuff or something and don't want to delay anymore. 
I'll figure it out before the alpha-9 build.  I left the targets in place so 
people can build locally if they want.

It also looks like the api docs are not in the dist images, so I will be 
fixing that before doing the final official build.

I will have build images up by the end of tonight.
