Create a file with the ignores (e.g https://svn.apache.org/repos/asf/tuscany/java/etc/svn-ignores)
Go to where the tests cases are located (e.g http://tools.oasis-open.org/version-control/svn/sca-j/TestCases)
svn propset svn:ignore -F <file created above> *
