It could go into the Babel parser. I would not add it to Calcite's core parser.

Also, Oracle has a {{BITAND}} function (e.g. {{BITAND(6, 3)}} returns {{2}}) and maybe someone could add that as a UDF, or as a function in the Oracle operator table. It would not need a change to the parser.

Note that Calcite already has a {{BIT_AND}} aggregate function (added in CALCITE-2770), which is a different thing.
