How to enable command with parameters

Guacamole :
    9.14.0
FreeRDP：
    1.1.0
Env:
    Centos7
Application Server:
    Window Server 2012

.......
remote-app:'C:\windows\system32\notepad.exe',
remote-app-args:'C:\1.txt'
.....


Application is not push a RemoteApp in RD.
Just a normal application.

When connect and open application,not open application with txt file.

----------------------------------------

What config can help me open application with file at window server 2012.

In RemoteApp :  has a  'Allow any connand-line arguments'
But i cant found in normal application.
