Error with 0.7-incubating

I received the following error while attempting to perform the release:

[INFO] [ERROR] Failed to execute goal org.apache.maven.plugins:maven-deploy-plugin:2.6:deploy (default-deploy) on project rave-web: Failed to deploy artifacts: Could not transfer artifact org.apache.rave:rave-web:jar:0.7-incubating from/to apache.rel

In addition to failing to upload, the release process created two repositories again.  Anyone have any ideas?
