[REVIEW PROCESS] Proposal for new review process working group

Hi all,

I'd like to propose starting a dedicated "review process" working
group. The goals of this working group will be to:

1) Discuss issues around the current review process
2) Propose improvements to the current review process
3) Implement / Monitor / Enforce the new process we come up with going forward

Anyone who'd like to be involved, please respond to this thread so I
can add you to the working group. We will likely start actively
discussing things after MesosCon.

Thanks Kevin! I would love to see improvements to our current system of
subcomponent maintainers, so I would be happy to participate.

What does it mean to be added to the working group now that we use email
[TOPIC] prefixes?

This is the culture of this community. People coming up with good proposals
or suggestions don't get any reward or credit, and sometimes even considered
as attacks (see Vinod's response to me). Committers get everything by default.

Let committers build their own community. They don't need us or any reviewer.
