    chore: apply scalafmt to project/PekkoBuild.scala
    
    Motivation:
    CI scalafmt check failed because project/PekkoBuild.scala was not formatted.
    
    Modification:
    Ran scalafmt on the build file.
    
    Result:
    scalafmtSbtCheck and Code is formatted CI checks should pass.
    
    Tests:
    Not run - formatting only
