h2. Use Cases
* User starts up and activates brand-new grid. On activation BaselineTopology is created and persisted.
* User starts up some (not all) nodes of old grid (BLT might be already presented on them) and activates new smaller grid.
BLT is recreated with fewer number of nodes and replaces previous BLT in persistent storage.
* User starts nodes of old grid (each node already has a BLT available locally). When all nodes presented in BLT are started grid is activated automatically.
