TS-1886: allow users to attempt gcc builds on Mac OS X

Advanced users might build with gcc from MacPorts, but the default
gcc that Apple ships with Xcode cannot build Traffic Server. So we
should prefer the system's default compiler (cc and c++) over gcc,
but still allow users to explicitly specify gcc if they have a
different installation.
