When there's no user provided documentation, some generated docs don't get copied to site.

For instance rss files (checkstyle, changes,..) don't get copied from target/generated-xdocs to target/docs if there's no xdocs folder.
That happens because the copy occurs inside xdoc:copy-user-resources

I'd prefer that somebody with knowledge of the latest locale changes fix this
