CAS provides [attribute resolution|https://apereo.github.io/cas/6.5.x/integration/Attribute-Resolution.html].

In order to support such a feature for WA, we need to

* extend Core to manipulate an internal {{AttributeRepositories}} representation
* extend WA to fetch and configure itself by reading {{AttributeRepositories}} representations from Core
* extends Console WA management capabilities to support {{AttributeRepositories}} representation
