[NEW][VOTE] Release v3.1.4

Hi all,

I've prepared another release for v3.1.4. This has a large number of fixes 
and new features over 3.1.3. Unless there are serious stability problems 
with this release, it will also become our next stable release (v3.2). So we 
urge and encourage everyone to give this final development release a good 
test run. Cast your +- votes as soon as possible, particularly if there are 
serious problems.

Built and tested on Fedora 17 x86_64.  Now running as my forward proxy =
at home.
David Carlin pushed it to one host in production (RHEL 6.2) and it is =
doing about 5K qps and ~25K connections without any problems.

XXX Mon Jun 4 11:55:23 PDT 2012 - sum are good
XXX Mon Jun 4 11:57:15 PDT 2012 - all built
XXX Mon Jun 4 11:59:13 PDT 2012 - regression passed

Btw, everyone is encouraged to vote on releases, committer or not. The 
non-binding votes are extremely valuable, since it helps gauge the 
quality of the software, and what sort of coverage the tests have had.

Btw, everyone is encouraged to vote on releases, committer or not. The 
non-binding votes are extremely valuable, since it helps gauge the 
quality of the software, and what sort of coverage the tests have had.

With 3 +1 vote on the new candidate, and a few more on the previous 
candidate, this vote passes. Thanks to everyone testing this release, 
you all went above and beyond for this one assuring a non-crappy release.

Built and tested on Fedora 17 x86_64.  Now running as my forward proxy at home.

I'm getting deja vu here.  Didn't you roll a 3.1.4 candidate
a couple of weeks back?  Multiple bundles with identical
version numbers seem fertile ground for confusion, and
version numbers are cheap!

+1 running on Ubuntu 12.04/amd64 on my test servers
soon to be deployed in production
