Well, it's still emerging. :)  It will probably take a few times
through to write down what happens when various events occur.

What I described is how we handled 1.2.1 which also didn't pass.  I
labeled it "test build" on the release notes page, and went on with
1.2.2.  The language in the release notes is a bit awkward though. :/

I just did the same thing for 1.3.0, see what you think.  (And thanks
for the reminder!)

I'm not that tied to it, just my suggestion. My concern is the vote  
didn't pass at all in this case - it wasn't just a quality vote.

If you've got it under control as is, I'm fine sticking with that and  
having the clarification added to the release guidelines :)

The 1.3.0 tag exists, it was just a test build.  I think it's more
confusing to have a 1.3.0 tag and not have any issues for it in JIRA.

Struts does it with a page for each version number, in Continuum it
looks like we have stacked release notes with a section per version.

But if someone wants to do the work in JIRA, fix the release notes and
add it to our release guidelines, go for it.

I would suggest that we just rename 1.3.0 to 1.3.1 in JIRA to avoid
confusion.
Not sure about other projects, but I would only expect to see released
versions in there (and maybe only GA ones at that eventually).
