GitHub immutable releases

Hi,

I've seen in INFRA-24644 [1] that at least one Pekko GH repository has been
configured for GH immutable releases.

Just wanted to bring the PR adding a setting for GH immutable release to
.asf.yaml [2] to your attention to avoid that future releases may not
suddenly become "mutable" again.
