The documentation on the CVS task
(http://ant.apache.org/manual/CoreTasks/cvs.html) says that cvs.exe must be on
the PATH. As reported by another user (see
http://dev.eclipse.org/newslists/news.eclipse.platform/msg22814.html) and as I
have experienced, this is not sufficient. The cvs.exe from tortoiseCVS (at
least for some versions of tortoiseCVS), even if it is on the PATH, also
produces an error 2.
I suggest to update the documentation at
http://ant.apache.org/manual/CoreTasks/cvs.html (mention that not all cvs.exe
are appreciated by the CVS task).

Looks like tortoise uses cvsnt which is not
currently supported by ant -
see bug: 31409.
A patch is provided with the bug, but
has not been applied yet. Supporting
cvs via the command line has always caused
problems for ant - see the large number
of bug reports, so I assume that no
committer has tried the patch.
I did try, but cvsnt caused my company cvs server
to crash - so I did not proceed with the expermient.
