   This PR adds basic support for an Ansible-based lab deployment.  This is an alternative to the CDN-in-a-box efforts focused more around production-like testing and assistance with greenfield deployments.  It specifically does not tackle all problems related to a full deployment as each implementer will have different technology choices in their environment, but does provide some guidance on structures supported and generic Ansible roles for each ATC Component.  Additionally it includes a dataset loader role which can be used to provide an initial setup.  Lastly it also includes a few smaller tools for ATC operators who want to automate common TO tasks or use TrafficOps as a dynamic inventory source in Ansible.

   Spin up a lab that leverages the generic core roles and then has some common operations performed via the to_api role and ansible ad-hoc commands using the dynamic inventory script.
