Description: When handling a {{PrimaryReplicaChangeCommand}} in {{ZonePartitionRaftListener}} we update lease information inside the storages. This information is also used to initialize newly added Table Processors. Since there's currently no synchronization between these two processes, a table processor can be initialized with stale lease infromation.
