It would be helpful to have an overall timeout period even when gracefully shutting down drillbits. This is useful in scenarios when an admin would like to resize the Drill cluster size or bring down the whole cluster for sometime. Having an upper bound for graceful shutdown would be useful then. 

We should support the following:
- Boot time option to configure the timeout for graceful shutdown
- drillbit.sh graceful_stop <TIMEOUT>
- Web UI - a timer or text field with timeout
