10.8.1 on hold for a bit

The PMC is trying to figure out whether there are licensing issues 
surrounding our JDBC 4.1 support. I am going to hold off generating a 
release candidate until that discussion settles down.

A legal question was posted as a result of the PMC's discussion: 
https://issues.apache.org/jira/browse/LEGAL-89 . One answer has arrived 
so far and we have been advised to allow another 3 days for additional 
answers to appear. Making room for this process, I have dropped the 
10.8.1 dates back a week: 
http://wiki.apache.org/db-derby/DerbyTenEightOneRelease Barring further 
hiccups, I hope to create the 10.8 branch and post a first release 
candidate next Monday.
