OM 3.1.0 tested 13-1-2016

openmeetings-server-3.1.0-SNAPSHOT.zip file
downloaded today 13-1-2016.

Tested on Debian 8.

Show in the last installation step a red text:

"Database was changed, please restart application..."

In Firefox, when try to watch recordings, is a text
on the dark color that say:

 "No found a video with a format and typo MIME compatibles."
It is in the attached capture, in spanish idiom.

0) as I already told you, it depends on the version you currently have,
most probably you can use existing DB

1) this clearly illustrates your imagemagic is not 100% working, you need
to fix it

2) OM uses UTF-8 encoding, in case your client do support this everything
should be OK (I'll try to check russian to ensure)

3) what are your detailed steps?

1) I run the command below

and I get the following

0) should I reiinstall the 3.1.0 version or there is any trick to update without reinstall ?
1) I run the command below

/usr/local/bin/convert -thumbnail 126x126 /usr/lib/red52/webapps/webmeeting/upload/profiles/profile_5/profile.jpg /usr/lib/red52/webapps/webmeeting/upload/profiles/profile_5/_profile_profile.jpg

and I get the following

2) when I send emails from OM (invitation, message, registration etc..) I receive emails with question marks (??????) because maybe the mail system does not recognize the charset encoding of Greek letters.

According to your Camera issue in FF
FF is not "asking for camera permissions" for some reason :(
As workaround you need to
1) RClick->Global Settings->Camera And Mic->Camera and Microphone settings
by site
2) select your site
3) choose "Allow"

I don't have problem to ask for commercial support but you don't offer support only for the two issues I have but only for complete OM installation.
As it concerns for the recordings, in version 3.0.7 it functions perfect. 
The profile image did never function...

In Firefox, when try to watch recordings, is a text
on the dark color that say:

 "No found a video with a format and typo MIME compatibles."
It is in the attached capture, in spanish idiom.
