fails with error message "The filename, directory name, or volume label syntax is incorrect."
I don't know if there are others. This one blocks further check-out, update operations.

Sure, I just went to the top of the project SVN and did a check out at that level. I don't know what I want to achieve and I thought I'd look at everything.
Are you saying that if I don't check out Import/ I won't find this problem?

Ok Dennis, now I understand your issue.
In any case this is not a Jena bug and the stuff below http://svn.apache.org/repos/asf/incubator/jena/Import/ is old/legacy code we imported from SF but we do not actually use it. If you are interested in Apache Jena I suggest you checkout the modules from the location I pointed you at.
I am now closing this issue (since it's not an issue and we do not have ":" characters in file names in the current code base).

in "TestCase:WebOnt-...-001"
(I am looking with my browser). It happens to be an HTML file but serves as text because SVN can't tell otherwise.
I notice that if I attempt to save the file by specifying save of the target of the link in the scratch page, the browser is smart enough to replace the ":" with "_" in the suggested Save As ... file name. SVN can't do that of course, because then the working copy would not be consistent with the repository copy.
To answer your first question, I use TortoiseSVN on Windows. It is a shell over a Windows build of SVN, so I started with a check-out (co at the command-line) and, because the check-out was incomplete, I continued with an update. Any update stalls on the above file.
It happens that ":" is a prohibited character in Windows file names. I can't do anything about that.

(This isn't a Jena bug and I doubt there is something wrong with the SVN server at Apache. Something must go wrong in the way you check out stuff from SVN).

Some (or most) of the Apache projects follow a sort of convention which tends to keep the "root" of the SVN repository very clean, for example:
- http://svn.apache.org/repos/asf/whirr/
- http://svn.apache.org/repos/asf/cassandra/
- ...
This removes of explanations or documentations to the user/developer.
Having a short README when it's needed is a very good idea. Thank you Andy for adding one it, very useful IMHO.

Dennis - we used the "Import" area (I copied the style from another incubator project - sorry I can't remember which one now - I scanned a lot of projects) as a visible tree while we pull things out of it. It also leaves a clear record as to what the state was at the start of incubation and what the software grants actually apply to.
We started by extracting a minimum active set - there are a few modules that still might be useful to people although unless someone steps and and shows some loving care and attention nothing is likely to happen.
I have removed the top level single-project maven structure and put a README in place (strictly, I have tried to put a README in place. At time of writing, I have svn committed it but it isn't showing up in the web interface, which is kind of worrying... mutter, mutter).
What would be your advice on timing? By graduation, the "Import" area should be less visible but we have the time from now until then. One possibility is to use a top level "branches" area. Normally, I'd expect someone who was going a checkout of everything to look for a "trunk".

Well, I think there is a semantic issue around what is in the "current code base" if the material is present in HEAD of your complete SVN repo.
I suggest that those materials be deleted in HEAD if they are not meant to be part of a check-out of your repository. I would leave a tombstone that indicated what revision the deletion is, so someone could still find the material if there was some historical need to do so. Or it could be packaged up and kept in a tarball somewhere and a tombstone left for that.
