mod_proxy and mod_connect has been loaded. Using IE to browse https without any 
problem. However, using wget 1.9.1 with the same https site give HTTP/1.1 403 
Forbidden error. Found from the error log, there is the following warning:-

[Sun Feb 20 18:30:36 2005] [warn] proxy: No protocol handler was valid for the 
URL https://www.verisign.com/. If you are using a DSO version of mod_proxy, 
make sure the proxy submodules are included in the configuration using 
LoadModule.
