I tested this issue with AOO 4.1.1 on Window 7 and Window 8.1. I could not
replicate the error. 
The steps I performed as follow:
1.    Open OOA 4.1.1 on Window 7.
2.    Create a document on OAA and create a header and a foot. 1 paragraph for
English, 1 paragraph for special characters, and 1 paragraph for Chinese.
3.    Select text to see if the formatting tool bar disappears.
3a. Select text from English paragraph
3b. Select text from special characters
3c. Select text from Chinese paragraph
3d. Select text from the header
3e. Select text from the footer
4.    Open a Word document in OOA 4.1.1 and randomly select textto see if the
formatting toolbar disappears.
5.    Repeat step 1 to step 4 in Window 8.1.
