voting - some background info

I figured it would be helpful to remind everyone of the Jakarta model 
concerning decision making.

You will not that the procedures talk about and focus on the votes 
related to releases.  There is no notion of micro-managing consensus.  
The Avalon-meta package is ready for release.  Certain rules exist that 
protect the interests of the developers that contributed to the code 
base.  I suggest we track a little closer to these adopted policies and 
steer away from processes designed to micro-manage an outcome.

I suggest allowing others to have a voice.  I have said all I am going to
say on the matter.
