maven build depends on en locale

Building tika 0.6 with "mvn install" failed for test cases
org.apache.tika.parser.microsoft.ExcelParserTest and
org.apache.tika.parser.microsoft.ooxml.OOXMLParserTest.
Thus tika-parsers-06.jar etc. were not build.

The reason is the system locale which in my case was not explicitly set
and defaults to "de" (',' instead of '.' in Excel spreadsheet etc.).
Setting locale to en_EN resolves the issue.

Until JIRA TIKA-371 is resolved (which would allow to set locale
explicitly in test cases) at least a hint should be written on
http://lucene.apache.org/tika/0.6/gettingstarted.html (and in README.txt).
