*Approach A - Only add config when DocumentNodeStore is used*
Under this
# {{DocumentNodeStoreService}} registers the {{BundlingConfigInitializer}} as OSGi service
# Have a new {{WhiteboardRepositoryInitializer}} and use that in {{RepositoryManager}}
*Approach B - Always bootstrap the default config as part of {{InitialContent}}
[~edivad] suggested on [thead|https://lists.apache.org/thread.html/6f19a1390f5c3161311815378eef7688607329ae63d891bf04a4dc62@%3Coak-dev.jackrabbit.apache.org%3E] to make this config part of {{InitialContent}}. It would get installed always but would only be effective when {{DocumentNodeStore}} is being used
