the error handler for 404 seems to be a "catch all". it always assumes that the
currently requested document is missing, even if another resource in the sitemap
is the actual culprit. for site admins and module developers, it's a huge
nuisance that wastes debugging time.

to reproduce, issue "mv bxe bxe__" in the modules directory of your deployment.
then browse to default/authoring/index.html, and click on "edit"->"with bxe".

you will get an error message saying 
404: Page not found - Document does not exist
The requested document '/index.html' with document-id '/index' does not exist.

what's worse, the user is prompted to create the document, which of course fails.

i'd prefer not to catch such errors at all, since a stack trace is much more
helpful than the current error handler.

The LanguageExistsAction doesn't throw an exception anymore. I removed the
according handlers from the pipeline patch file.

in the course of a debugging session i eventually found it necessary to comment
out all three error handlers in  src/webapp/lenya/config/sitemap/pipelines.xmap,
because they all hide valuable information and/or produce erroneous diagnostics.

is it possible to apply this change via an xpatch file during build if debugging
is enabled? that would be a quick and reasonable solution that does not require
much effort.

disables the 404 error handler in the top-level sitemap

as an interim solution, this patch disables the "not found" exception handler.
i'm sure there is a better way, but i don't know it, and no error handler at
all is better than the current one. please apply.
