Exception processing JAR

I am attempting to move from tomcat 4.0.4 to tomcat 4.1.24.  I am
on a Linux box using Java 1.4.  When I attempt to startup tomcat
I get the following Exception:

javax.servlet.ServletException: Exception processing JAR at resource path
/WEB-INF/lib/jakarta-oro.jar
	at
org.apache.catalina.startup.ContextConfig.tldScanJar(ContextConfig.java:930)
... other stack trace stuff

java.io.IOException: No such file or directory
	at java.io.UnixFileSystem.createFileExclusively(Native Method)
... other stack trace stuff

I saw an entry in the mail archives about this and couldn't tell if
it was resolved and how.  Any help would be appreciated.
