New mailing list

Hey all, I think it's obvious at this point after our testing two weeks ago, but I wanted to formally announce the new mailing lists: lucene-net-dev@lucene.apache.org -> dev@lucenenet.apache.org
lucene-net-user@lucene.apache.org -> user@lucenenet.apache.org
lucene-commits@lucene.apache.org -> commits@lucenenet.apache.org
Also, JIRA related issues will be sent to dev@ in the near future (when infra can update that for us)  Everyone was ported over to the new mailing lists - please let me know if you have any trouble. ~Prescptt
