AP_MODE_PEAK broken.

The http_filter's MODE_PEEK is broken.  It relies on their being any
bucket in the brigade to determine if there is a new request.  The problem
is that there is ALWAYS a bucket in this brigade, because we just return
the socket bucket to this filter, and read from the socket when we really
want data.  The only way to fix this is to get non-blocking reads from
buckets working, so I will be doing that now.  Then the pipelining should
be working correctly, and then we will need to re-write
core_output_filter.
