Bug with delete function ?

Hi list,

A document should not be erasable if  still  on line, should it  ?
When a document is said "on line/on line" : you can't delete it with 
lenya. You have to desactivate it first.
But when it is "redaction/on line" : the permission of deleting it is 
given, and so you can have a document in the live side with no 
equivalent in the authoring side.
I experimented it yesterday. And users, most of time don't think to 
verify if the document is in line or not. They can do it, so they do it !
If there some parameters to set, or is this a bug ?
