[VOTE] Pulsar Release 2.9.0 Candidate 1

This is the first release candidate for Apache Pulsar, version 2.9.0.

It fixes the following issues:

I am cancelling this vote.

I will create a new RC on Monday

I will also try to enhance the release scripts to possibly use a dedicated
Maven repo/local cache, but not for this release.

Yong Zhang has checked the BK 4.14.2 release and it is indeed
correctly built on linux as expected:

I think this might be due to having a BK locally compiled and
installed in your machine instead of being fetched from Maven repo.

Hi, I found an issue related to the BookKeeper 4.14.2 release used in 2.9.

The BK release seems to have been compiled on MacOS rather than on
Linux. That means that the JNI libraries are only present for MacOS
and this will incur in a performance degradation (eg: the CRC
libraries) or not working (in case of cpu affinity).
