[license] Ship licenses for statically linked Rust dependencies

Wheel LICENSE and NOTICE files only described
Fluss source, omitting the terms of statically linked crates such as Tokio
and bytes and the notices of Arrow. Share the Rust dependency collector
with Gateway, generate Python binary legal files from the locked normal
runtime closure, and include them in wheels and source distributions.

Generate platform-specific files before release builds, use --locked, and
check both drift and actual packaged license texts. Test workspace-root
selection and exclusion of build, dev and proc-macro dependencies using a
real Cargo workspace. Verified a CPython 3.12 macOS arm64 wheel and sdist
contain all four legal files and the audited attributions.

Recognize generated binary legal texts in the Rust header-check exclusions,
matching Gateway, while retaining license generation and archive checks.
