refactor(amber): remove the unused cache.ccf

JCS loads /cache.ccf implicitly when a cache region is first created,
and the only code that ever created one, JCSOpResultStorage, went away
in #1363. The commons-jcs3 dependency stays: ComputingUnitMaster and
ComputingUnitWorker still use its InvalidArgumentException, which never
touches the cache manager.
