damccorm opened a new issue, #20231:

   Licenses are pulled every time a docker image is created.
   We need to come up with a caching approach to cache the files so that the same file is pulled only once ever.
   This caching appraoch should be useable by all images release by Beam, including SDK docker images, Flink & Spark job server images etc.
