DOCTYPE reported as PI

Hello,

I have an XHTML DOCTYPE in the source XML. It is reported by the Xerces SAX
parser as a
<?doc type="doctype" role="title" { XHTML 1.1 } ?> 

Is this the standard way to report the DOCTYPE event? Is there a way to
control whether or not the DOCTYPE is reported as a processing instruction?
