[all] Website cleanup

I intend to remove the following directories soon unless there are 
objections:

- http://jakarta.apache.org/commons/feedparser/
Use http://jakarta.apache.org/commons/sandbox/feedparser/ instead

- http://jakarta.apache.org/commons/discover/
Use http://jakarta.apache.org/commons/discovery/ instead

- http://jakarta.apache.org/commons/cactus/
Moved out of commons a loong time ago

- http://jakarta.apache.org/commons/maven/
Empty folder

- http://jakarta.apache.org/commons/javascript/
- http://jakarta.apache.org/commons/api/
- http://jakarta.apache.org/commons/api-svn/
- http://jakarta.apache.org/commons/checkstyle-report.html
- http://jakarta.apache.org/commons/community.html
- http://jakarta.apache.org/commons/faq.html
- http://jakarta.apache.org/commons/javadoc-warnings-report.html

Any thoughts on an .htaccess with redirects be dropped in to help
clients find what they were looking for?

Looks like the validator site got exploded in the wrong directory at
some point. I've removed all of these (plus changes.rss,
checkstyle.rss and simian.log) except the "api" and "javascript"
directories which I got "permission denied" when I tried. Either Don
Brown needs to change the file permissions (or remove) or someone with
appropriate permissions remove them.

There are two links to this page (one from nutch mailing list, one an
mit.edu page).

If we do use .htaccess for the other two; use the top level Jakarta
.htaccess. Personally I don't think 2 and 5 links are enough to
warrant a redirect.
