HDDS-9905 standardized nullability annotations, but HDDS-10937 introduced usage of yet another different annotation (from {{jakarta.validation-api}}).

- Replace usage of {{javax.validation.constraints.NotNull}} with {{jakarta.annotation.Nonnull}}.
- Remove dependency {{jakarta.validation-api}}.
