Heron is an incubator project that was originally developed by Twitter. It was open sourced by Twitter in 2014 under the Apache license and is currently a github project in the process of migrating to Apache. A question was raised on the general incubator and Heron dev list[1] about whether or not it is required to have an SGA submitted by Twitter for the project. Some thought that getting developer ICLAs would be sufficient. Twitter has also required contributors of the project to submit CLAs to Twitter. No consensus was reached on that thread so I'm posing that question here to see what the required course of action is.
