While I think that _both goals_ stand on it's own, splitting this issue (if I get you correctly) will buy what? (aside of more "paperwork" or entries of some eventual release note?)

Ultimately, am not against splitting, but I see no value in doing that aside to double (non-coding) effort around these totally sane changes (java7 in 2020? Guice 3 vs Guice 4). Maybe just reformulate and remove "align to maven" and say something like "update Java and dependencies?"
