[VOTE] Graduate Apache Tuscany as a Top Level Project

We've done a lot of work since last October. We now have a diverse community
of contributors and have demonstrated the ability to attract new committers
to create an even more diverse community, we have shown we can do releases
based on Apache guidelines, and we have shown we conduct our discussions in
public within full view of the community and can resolve disagreements on
the lists. I think we're ready, so please vote on the proposal below to
graduate Tuscany to a TLP.

X. Establish the Apache Tuscany Project

WHEREAS, the Board of Directors deems it to be in the best
interests of the Foundation and consistent with the Foundation's
purpose to establish a Project Management Committee charged with
the creation and maintenance of open-source software that
simplifies the development and deployment of service oriented
applications and provides a managed service-oriented runtime
based on the standards defined by the OASIS OpenCSA group,
for distribution at no charge to the public.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management
Committee (PMC), to be known as the "Apache Tuscany Project",
be and hereby is established pursuant to Bylaws of the
Foundation; and be it further

RESOLVED, that the Apache Tuscany Project be and hereby is
responsible for the creation and maintenance of software
related to Apache Tuscany;
and be it further

RESOLVED, that the office of "Vice President, Apache Tuscany" be
and hereby is created, the person holding such office to
serve at the direction of the Board of Directors as the chair
of the Apache Tuscany Project, and to have primary responsibility
for management of the projects within the scope of
responsibility of the Apache Tuscany Project; and be it further

RESOLVED, that the persons listed immediately below be and
hereby are appointed to serve as the initial members of the
Apache Tuscany Project:

   - Adriano Crestani <adrianocrestani at apache dot org>
   - ant elder <antelder at apache dot org>
   - Brady Johnson <bjohnson at apache dot org>
   - Frank Budinsky <frankb at apache dot org>
   - Ignacio Silva-Lepe <isilval at apache dot org>
   - Jean-Sebastien Delfino <jsdelfino at apache dot org>
   - kelvin goodson <kelvingoodson at apache dot org>
   - Luciano Resende <lresende at apache dot org>
   - Mark Combellack <mcombellack at apache dot org>

or until a successor is appointed; and be it further

RESOLVED, that the Apache Tuscany Project be and hereby
is tasked with the migration and rationalization of the Apache
Incubator Tuscany podling; and be it further

RESOLVED, that all responsibilities pertaining to the Apache
Incubator Tuscany podling encumbered upon the Apache Incubator
Project are hereafter discharged.

We've just had 19 votes in favour of this wording so it could be argued that
that now makes this more the "correct" one than that old one :-)

Seriously though, its a good catch but we've had a solid turn out in this
vote so it would be a shame to abandon now and restart. I think it will be
ok to take this as the "we're ready" project vote and then use the updated
words you've just posted when we take it to the IPMC vote. There's often
tinkering with the proposal wording of other poddlings during graduation
votes without a complete restart so i think its fine for us to do that here
too.

My sincere apologies.  This version of the charter is not correct,
and I failed to notice the problem when casting my +1 vote.

The first paragraph says:

In our most recent vote (see [1]) on the wording of this paragraph,
we agreed the following text:
  WHEREAS, the Board of Directors deems it to be in the best

  the creation and maintenance of open-source software for
  distribution at no charge to the public, that simplifies the
  development, deployment and management of distributed applications

Because of this problem, I wish to rescind my earlier +1 vote.
Am I allowed to do this under Apache voting rules?  I'd also
like to request that this vote be restarted with the second
version of this paragraph substituted for the first version.

member section".  This seems clear and unambiguous to me.  However,

I'm having email problems and I haven't received via email either
the post [1] that I sent earlier today on this VOTE thread, or
Ant's response [2] to my post.

I'd like to respond to what Ant said, and the only way I can
think of to do that is to post my response here.

I'm not happy that we would do this over something as important as
the technical charter for the project.  I think we need to formally
vote as a project on the words we want to take forward to the IPMC.
We should be able to restart the vote with this correction and have
it complete in time to get the proposal to the board in time for
the May board meeting.

What do other people think about this?

It feels like we've come a long way since the last graduation vote. Here's
my +1 on the proposal, as stated at the start of this thread, for Tuscany to
graduate as a TLP with Ant as chair.
