FTP Service Won't Start On Windows 2012

I'm having a problem getting version 1.1.1 of the FTP service to start 
on Windows 2012 R2 but before I go into details  I thought I'd see if 
someone has had the same problem.  I just joined the mailing list and I 
can see from the mailing list info how to get a list of subjects but 
what is the current range of message numbers?
