I can't open a html file from desktop, when the apache is open

I can't open a html file from desktop, when the apache is open,
when the server is open , I can't open a html from desktop or a category, it 
open is very slowly, and when I shutdown the apache, the file opened quickly, 
this problem is happened after I install the "microsoft  windows script 5.6" , 
I always used the apache before this , and it is very nice before install 
the "microsoft  windows script 5.6" , I have tried the apache 1.3.23 &1.3.24 
and found the problem all. why? apache server can't run with "microsoft  
windows script 5.6" ?
(I use windows 98 (oem 2) and the pc is  intel 700Mhz, 256M SDRAM DIMM)
