Rebooting the Xalan PMC (was: Solution about merging PsychoPath with Xalan to get XSLT 2.0 features)

Overseeing a project is the role of a PMC member, not an ASF member (see
http://www.apache.org/foundation/how-it-works.html#roles for details).

What's needed for you to become a PMC member is for other PMC members
to vote you in, based on your past achievements in this project. The
ASF does not need a resume or any outside information to to that, it's
basically just your activities in this very project (and maybe in
other ASF or open source projects) that matter.

As Michael mentioned, the problem is that at the moment only David
Bertoni is active in the PMC and he told me that he doesn't currently
have much time for this (which is ok - thanks to David for hanging in
there so far).

It's a bit of a chicken-and-egg problem, and for now I have asked on
the ASF members list if any existing members could help reboot this
project by sitting (at least temporarily) on its PMC, until things
happen.

I hope to have a response in the next few days, with hopefully some
volunteers to make this happen. At yesterday's board meeting we agree
to wait until at least the next board meeting (in a month) to make a
decision about a potential move to the attic, so I'm hoping to have a
solution until then.

Yeah, this problem is really a chicken-and-egg problem. All guys here who
are interested to improve Xalan are not Xalan's PMC members, so we all can
not vote for new PMC members, this is the root problem. In the past months,
when GSoC starts, i am really a little sad for this, so i talked with my
GSoC student, discussed hold our GSoC in Google Code, if we have chance to
commit our job into Xalan, it is a good thing, if we can not, our project
will also be significative.

Gald to see so many volunteers here, hoping that we can find a way to reboot
Xalan

And the good news is that we do have enough volunteers!

I'll start discussing the next steps here next week, Monday if things go well.
