Merge Error message when committing

Hi,

after migration from SVN 1.3.2 to 1.4 I get the following error message
when committing changes to a repository:

Error: Commit failed (details follow):
Error: MERGE request failed on '/svn-web/websites/projects/music4fun.at'
Error: Can't open directory
'/disk2/svnrepos/websites/db/transactions/194-2.txn/props': No such file
or directory

Obviously the directory mentioned will be created and a lot of files are
in teh directory.

I deleted the whole project working copy and checked out again with
TortoiseSVN 1.4
The files are edited with Eclipse 3.2 with subversion 1.1.7 (which should
use subversion 1.4 compatible code).

the file mentioned in the error message has the permission -rw-r--r-- of
the apache webserver user  (user and group)

I am using Apache 2.0.55 with subversion 1.4 (r21228). File system of the
repository is fsfs.

Has anybody an idea whats going wrong?
