[DBCP] PATCH: DelegatingResultSet.java -- need delegate

Somewhat inconsistently with the other Delegating* implementations, the DelegatingResultSet does not provide a getDelegate() method. I needed the specific one in order to use some horrific Oracle BLOB handling code. Patch below.
