For the purpose of the Web Console plugin, Histograms from the MetricsRegistry are assumed to be durations and are output as if the values are in milliseconds. This is not a safe assumption and in fact would generally not be the case since durations would be better tracked through the Timer type (which uses a Histogram internally) not by direct use of the Histogram type.
